Aberdeen Public Health Command Lab

Michael Baker International provided professional cost estimating services throughout design and construction for the Aberdeen Public Health Command (PHC) Lab. Estimators provided an annotated DD1391 cost comparison and S2 cost estimate. Additional estimates were provided for S4, S5, S6 and S7 (Final Backcheck) design submissions. Cost estimates were prepared by AACE International® Certified Cost Professionals (CCPs) using MII® software and comments were addressed utilizing DrChecks®. The firm also provided bid analysis support and construction administration services to support the project.
This multi-story replacement medical research laboratory facility includes wet labs, field labs, vivarium under Good Laboratory practices (GLP), warehouse, lab offices, ancillary spaces, logistics, and building support spaces. Specialty areas include Anechoic Chambers, Insectary Chamber and Laser Labs.
Once completed in 2019, the PHC Lab will provide a modern, consolidated laboratory building to support increased demand for laboratory services, which include worldwide surveillance, diagnostic analysis of vector-borne and communicable diseases as well as toxicological and occupational health evaluations of new materials used in military systems. The single building will consolidate work currently being performed across 11 buildings. Supporting facilities across the 20-acre site on Aberdeen Proving Ground include utilities, storm drainage, access roads, parking, and site improvements. PHC is seeking LEED Silver® certification.
The $206M construction contract was awarded in September 2015 within 4% of the estimated construction cost.
