Iraq Infrastructure Reconstruction Program

Michael Baker International provided a team to work in Iraq and the U.S. to assist the United States Army Corps of Engineers, Transatlantic Program Center (CETAC), and the Coalition Provisional Authority (CPA) in the development of the Iraqi Reconstruction and Rehabilitation Program Master Plan. Michael Baker International also developed the associated Program Management, Integration Management Plans, and Solicitation Packages to support the objectives of the CPA in the accomplishment of their mission. The Program Master Plan provided the processes and procedures, as well as the standards to develop scopes, schedules, budgets, and solicitation packages, for the reconstruction and rehabilitation program for Iraq. The Program Master Plan also defined a Program/Integration Management Office, Program Management Plan, and strategic acquisition strategy for infrastructure improvements in Iraq. The Program Master Plan facilitated preparations that were made to handle the Congressional supplement of approximately $20 billion for the infrastructure reconstruction and rehabilitation of Iraq. Michael Baker International was responsible for providing personnel, logistics, and personnel support for a six-month period in Baghdad to allow development of the Program Master Plan working directly for the CPA. Additional activities of the Michael Baker International Team included meeting with Iraq Ministries to develop project definitions, validate existing project information and to prioritize project for execution.
