Michael Baker International prepared a vision plan, form-based Regulating Code, and implementation strategy to revitalize the Mesquite Boulevard corridor and the downtown. To formulate the basis for the plan, Baker worked closely with residents, property/business owners, and City staff during a two-day Community Immersion, which included walking tours, interviews, focus groups, a TownScan visual preference survey, workshops, and a design charrette. Baker facilitated input regarding appropriate land use patterns, businesses, pedestrian circulation improvements, and streetscape improvements. Based on the collective input, a vision plan was prepared for the corridor and the downtown. After additional community input and refinements to the vision plan, RBF/UDS prepared a detailed implementation strategy and form-based Regulating Code to facilitate the redevelopment of the corridor and the downtown. The Implementation Strategy was designed as a comprehensive approach to revitalization and included strategies related to urban design, economic restructuring, organizational development, and downtown promotion. A key implementation measure is the creation of Community Development Corporation, which will serve to create public-private partnerships for future Downtown Development.
