Michael Baker International conducted a year-long planning study to update, revise, and reinvent the transportation plan for the city for the next 20 years. The project included the development of a vision statement for transportation and guiding principles, and specific goals and objectives; analysis of existing and future conditions for all modes of transportation; identification of multimodal transportation improvements; screening of improvements based on their performance in promoting the vision and goals and objectives identified in the study. The project was branded as the “Richmond Connects” to convey the multifaceted connections offered by a strategic multimodal transportation plan. Innovative public outreach activities included a “Vision 20” program in which 10 speakers offered Pecha Kucha-style presentations of 20 slides in six minutes, offering a 20-year vision for transportation in the city; a visioning workshop with the study advisory committee; and a highly interactive public workshop with stations on existing conditions, transportation needs, vision statements, and complete streets planning. This plan presents projects, plans, and policies that have been identified through the planning process and that help to achieve the multimodal vision for transportation within the city.
