Mojave Water Agency Regional Recharge & Recovery

Location: Victor Valley, CA

Michael Baker International provided program management, engineering, construction management, CEQA / NEPA environmental documents, environmental permitting, and monitoring/compliance services to the Mojave Water Agency (MWA) for the Regional Recharge and Recovery Project (R3). The Phase I project included construction of six wells to extract up to 15,000 acre-ft. per year, 16 miles of 12 to 48-inch diameter pipe, a 2.65 MG reservoir, and a 25,000 gpm pump station with 15,000 gpm of pumping capacity initially installed and four turnout flow control facilities with disinfection systems for delivering potable water to member agencies. The R3 Project includes a complex combination of elements that required a sound program approach. Multi-agency coordination and significant State Proposition 50 and Federal Bureau of Reclamation funding were key elements of successful completion. This groundwater basin operation must also comply with Regional Water Quality Control Board requirements and the provisions of Watermaster to ensure that all parties, both within the Alto Sub-basin and downstream, are satisfied. Water level management is also fundamental to success.
