Under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with U.S Army Corps of Engineers (USACE) Baltimore District, Michael Baker provided cost estimating services for the charrette report, 35% concept design, 65% preliminary design, 95% final design and original documents submissions between 2012 and 2015 for the Joint Operations Center (JOC) at Fort Meade in Maryland. Cost estimates were prepared by Certified Cost Professionals (CCPs) using both PACES and MII software. In addition, cost estimators assisted with the preparation of DD1391 documentation and provided ongoing technical planning assistance.

The Joint Operations Center is a 240,000-GSF multi-story facility that provides a 24/7 operations floor with a battle bridge, collaborative activity areas and building support. The entire structure was built to Sensitive Compartmented Information Facility (SCIF) standards. Some specialized features include raised access floor systems and acoustically-rated partitions. Other building components include elevators, electrical/mechanical service, electrical/mechanical distribution, fire protection, information technology infrastructure, communications and security systems support infrastructure. Associated site infrastructure involved primary electrical service, stormwater management, water, sewer, chilled water distribution, telecommunications and anti-terrorism force protection.

The $245M construction contract was awarded in March 2014 for design-bid-build delivery, with the JOC substantially completed in 2017.
