On October 10th, 2018, Tyndall Air Force Base (AFB) sustained a direct hit from Hurricane Michael, the strongest sustained wind hurricane to hit the United States in over 25 years. Every facility on the installation sustained some damage with approximately 50% of the facilities damaged beyond economical repair. Michael Baker, as managing partner in the Baker-Stanley-Cardno Joint Venture (BSC JV), is providing architecture and engineering services in support of the Tyndall Reconstruction Program to repair, reshape and rebuild Tyndall AFB.

The Tyndall Reconstruction Program, valued at $3.8 billion, involves the design and construction integration for 120 new facilities and 34 facility renovations across 10 disciplines. The different facility types include administrative, headquarters, aircraft maintenance, chapel, dormitory, research, simulator, fire stations, visiting quarters, retail, recreation, entry control, child development center, aircraft maintenance hangars, vehicle maintenance, supporting infrastructure and airfield pavements. The overarching goal of the BSC JV team is to execute strategic tasks to ensure consistency across multiple construction efforts, recognize and prevent potential conflicts and integrate multiple designs into a unified product.

The BSC JV team is providing onsite and professional reach back services serving as the owner’s representative to integrate overall design and construction efforts, including participating in stakeholder design reviews, facilitating programmatic weekly design and construction coordination meetings, conducting site visits, managing and maintaining an integrated master schedule, reviewing and assisting with responses to requests for information and change requests, integrating design-bid-build and design-build efforts and leading monthly security, communications and technology meetings to ensure cybersecurity and technology integration.

Michael Baker used advanced building information modeling (BIM) to integrate design, construction and asset management information into a comprehensive 4D digital twin model of the Tyndall AFB reconstruction program that can be updated on an ongoing basis.

Michael Baker prevented several construction delays by deconflicting the demolition and construction schedules and verifying utility connections between projects were of the right capacity and location. Michael Baker also made several recommendations to standardize design and construction details across the program to decrease operation and maintenance costs for more than 100 facilities and contribute to a campus feel while improving operational efficiency.
